SOLSUS was invited by the Cabinet Office Complex Transactions Team to take an assignment at the DHSC to lead one of the continuity of supply workstreams within their EU exit programme..

METHOD
Problem Diagnostic A ‘no-deal’ EU exit scenario for the UK represented a significant risk to the delivery of patient care as well as overall patient safety. The objective of the Non-Clinical Goods and Services team was to identify and mitigate all operational commercial and supply chain risks not related to medical goods/medicines. This was to be achieved through leadership of a blended team of Deloitte consultants, contingent consultants and seconded staff (15 FTE).

Leadership of the team through a process of programme design and delivery consisting of;
Stakeholder engagement across secondary care, primary care and adult social care.
Design of a delivery methodology for each project area.
Supply chain mapping of systems feeding each care sector.
Design of a self-assessment methodology for Primary Care Trusts.
Use of survey techniques to create visibility of adult social care supply chains.
A significant programme of supplier engagement to instigate improved preparedness.
A system for monitoring ongoing supplier chain preparedness.
Development of a clear plan of delivery for all elements of the programme.
Leadership of the team to deliver on time and in full.
Inter/cross department interface (DHSC. NHS, MHCLG, Defra, Cabinet Office, MoJ, DfE).
Policy leadership for internal governance and outgoing communications.
Delivery of commercial and supply chain interventions where required.

RESULT
Project was delivered successfully, on time and under budget. Personally led on design activity that ensured each deliverable would not only support EU exit preparation, but also support on-going activities relating to commercial category management and service management/oversight. This resulted in the creation of a valuable legacy rather than just a stand-alone contingency exercise.
